Gents,
The League Management Committee have decided to bring back the report that was in use until a couple of seasons ago. Initially this will be done by filling in the soft copy sent on July 2nd by Jim Campbell.

The use of this form, by both Teams, is MANDITORY for every Saturday League match as from Saturday 4th July 2009. Failure to email a correctly completed form to: Tom Halpin (tphalpin1@aol.com) by NOON on the TUESDAY following the match will result in a 5 point deduction from the offending team.

Clubs are reminded that the Captain has the responsibility of ensuring that his side play (and umpire)within the spirit of the game as outlined in the Preamble: the Spirit of Cricket.
"Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this Spirit causes injury to the game itself".

The completed forms will be monitored by Tom Halpin.

Previously the use of this form resulted in a great improvement of Club umpires performance.

The form for Neutral (Appointed) umpires should still be returned to John McGregor in the normal way.

Where possible adults should be ask to umpire - not sending juniors out! The League Management Committee are looking for your active assistance in re-establishing a much better standard of "Club Umpiring".

All clubs in the WDCU currently playing in the SNCL have been emailed today with a letter from the WDCU regarding the above. SNCL Clubs will also have received a communication from Cricket Scotland recently, advising of a forum to be held on 13th July.

Tom Halpin has already taken informal soundings from many West District clubs in the SNCL on this topic, - we now need a more formal indication of each club's views , both on the principle of regionalisation as well as the specific proposal.

I have sent the email to club contacts in addition to club secretaries where I have such information to ensure as far as possible that it is received and acted upon. It is very important that we receive responses from all our member clubs in order that we can respond as a governing body of cricket in the West.

We require responses to be received as soon as possible, and no later than Friday 3rd July given the timetable.

Clubs can contact either Tom Halpin or myself if they wish to discuss this.

The final of the Strathclyde Shield held over from 2008 was played at West of Scotland on Sunday in a game between West and ALC.

West batted first and in their 40 overs scored 271 for 3. ALC were 126 all out.

Both teams played in good spirit and should be commended for agreeing to play the final in June as last season’s final was abandoned due to rain.

The Twenty20 World cup has stimulated high scoring in matches in the WDCU’s Twenty20 Evening League. This week Queens Park reached 180 for 7, a winning score you would imagine. But no, Victoria followed with 183 for 3, winning with an over to spare. Other teams scoring over 180 in this spell of fine weather include Glasgow University Staff (199 for 5) and Queens Park 2nd XI (191 for 6 and 189 for 7).

There have been, in recent days, three complaints/reports of "Club Umpires" cheating in WDCU Saturday League matches. Now, while close decisions can be a matter of opinion, blatant cheating (run outs where the batsman would not even be in the picture of a Third Mmpire's camera, stumpings where the batsman stayed out of his ground even after the appeal, and even the ludicrous "I couldn't see, the sun was in my eyes") is just not acceptable. Clubs - and particularly Captains are reminded of their responsibilities as delinated in "The preamble - The Spirit of Cricket": "Cricket is a game that owes much of its unique appeal to the fact it should be played not only within its laws but also within the spirit of the game. Any Action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the Captains."

We shall monitor the situation and any clubs who are persistently reported for alleged "cheating" will be noted. All our Captains (and cricketers) should be aware that unless the situation improves, steps will have to be taken to try to "salvage honesty" in the WDCU.

GOOD NEWS: Cumbernauld have not only been given permission by the headmaster of St Aloysius to play the rest of their home matches at Millarston this season - they have also repaired their artificial pitch. Cumbernauld are now set fair to complete (weather permitting) their remaining fixtures.

Clubs are reminded that there has NEVER been a ban on declarations in the WDCU League.

The WDCU Saturday League match is a 100 over match (unless reduced due to weather. etc.) and no side batting first shall bat for more than half of the allotted overs. However, in pursuit of a result, the captain of the side batting first may declare at anytime during the innings, leaving the remainder of the scheduled overs for the side batting second, e.g. in a 100 over match the team batting first may declare after 43 overs leaving the side batting second 57 overs to get the runs. Or, in an 84 over a side match the team batting first may declare after 36 overs leaving the side batting second 48 overs to get the runs.

It has been drawn to my attention that the rules of the Murgitroyd Rowan Cup 2009 as published in the WDCU Handbook were not in line with the rules issued as a Word document earlier this year. Specifically, following the decision last year to match the rules of the Murgitroyd Rowan Cup semi-finals and final, bowlers are now limited to FOUR overs maximum (it wrongly still says five in the Handbook). We managed to get this change observed at last night's two ties, but would all clubs please try to follow the change as above.

Clubs are reminded that when Neutral Umpires have been appointed for a WDCU League match IT IS MANDITORY to fill in Umpires report forms. Failure to make this return to John McGregor, umpiring guru of the WDCU, is frowned upon by the League Committee and may result in a deduction of points from any offending sides.
These forms are important in the assessment / grading of umpires and arrangement of future umpire training requirements. From Saturday 9th May 2009 Umpire reports must be with John McGregor by 1700 on the following Friday - these should be sent electronically in MS Word (2000) or .rtf format. We are lucky this season to have a significant increase in the number of umpires - please help the WDCU to monitor their performance.

It is with great regret that we must announce that Cumbernauld CC have been advised by St. Aloysius that they may no longer play their home matches at Millarston. In consequence none of Cumbernaulds' matches this season will count as League fixtures i.e. no points will be awarded. Cumbernauld will attempt to find alternative venues and all all of these re-arranged games and their scheduled away matches will go ahead, weather permitting. The League Committee will take a very dim view of any "willy nilly" cancellation of matches with Cumbernauld and deduction of points and / or other sanctions would be taken in this event. The League Committee are very keen to assist Cumbernauld to weather this storm and hopefully regroup in a new home nearer Cumbernauld for the 2010 Season.
